He was also previously a Councillor and Deputy Mayor with the City of Onkaparinga and ran his own Real Estate business for a number of years.

Like SCSA, he has a passion for giving people and household goods a "second chance."
When asked what he would like to see happen, he responded with a list:-

More people volunteering a little time each week to help spread the workload
A committed group donating on a regular basis to help cover the cost of Outreach and Ministry
Donations towards the proposed Community Hub development - more about that later

Samuel is a compassionate Social Justice Advocate based in southern Adelaide, with a unique depth of lived experience in prisons and the justice system. Samuel has personally been changed by the power of his higher power, His Amazing Grace and his share of ‘second chances’.
A long-term volunteer with Second Chances, he has worked tirelessly to support individuals and families impacted by incarceration. Samuel blends professional expertise with a heartfelt commitment to uplifting others, particularly those facing trauma, addiction, homelessness, and mental health challenges. His approach is grounded in Christian faith while respecting diverse spiritual journeys. Samuel has experience and qualifications around work health and safety, business, risk management, theology, ministry, and mental health.
Samuel values connection and creativity and enjoys woodworking, embarking on adventures, and finding peace at the beach. As a father, he balances his responsibilities with a passion for making a difference. Known for his easygoing nature, good humour, and genuine care, Samuel is strong with understanding for his friends and the wider community.

I began supporting Second Chances after hearing about them many years ago at a Southern Church. Early in 2026 I decided to volunteer in the Op Shop & Furniture Warehouse at the Community Hub in Lonsdale. In July I was invited to join the Board to lend my support and expertise in directing the organization into the future.

I worked at the University of South Australia as Manager Academic Library Services, a role I thoroughly enjoyed. I led a team that supported University staff undertaking research and teaching students who were studying for a future career. I was responsible for developing and delivering efficient workplace systems and services, organizing library spaces and resources, oversight of website design, promotion of the library (including social media), and liaison with university staff and community members across the state.

As a husband, father, and grandfather I love spending time with family and loved ones. I enjoy getting out into nature, travelling around this amazing country and looking in awe on God’s majestic creation. I also enjoy a good movie or two, great food and coffee with friends.

Second Chances is uniquely positioned to support the community of South Australia, particularly those at a disadvantage due to incarceration, to help them start afresh, receiving a Second Chance. After all, that’s the gift Jesus gave me, and offers to all of us. How, as followers of Him, can we not do the same? I love being a part of that and look forward to the next era of Second Chances.

Maarefa is a Social Worker based in Adelaide, currently working with young people in the Family Support Team at Second Chances. She holds a Master of Social Work, along with a
Bachelor’s degree in Psychology and Humanities, which together inform her holistic and person-centred approach to practice.
Maarefa has previously worked with Life Without Barriers, supporting individuals experiencing complex alcohol and other drug (AOD) and mental health challenges. In her current role, she works with young people impacted by the justice system, particularly those navigating the effects of parental incarceration. She is passionate about bridging barriers and making services more accessible, ensuring young people feel seen, supported, and empowered. Maarefa brings a trauma-informed and culturally responsive lens to her work
and is committed to fostering resilience, dignity, and hope in the communities she serves.

Billie Bayre is a dedicated Youth Worker who brings both professional knowledge and valuable lived experience to her work supporting young people and individuals facing complex life challenges. Having personally navigated experiences of trauma, mental health struggles, intimate partner violence, and addiction, they have developed a deep understanding of the barriers many people face and the courage it takes to seek support and create positive change.
These experiences have shaped Billie's strong passion for helping others and her genuine commitment to providing compassionate, person-centred care. She believes that every person deserves to be treated with dignity, respect, and kindness, regardless of their circumstances. Their approach is grounded in empathy, non-judgement, and the understanding that meaningful relationships are often at the heart of healing and personal growth.
Billie holds Diplomas in Mental Health, Psychology, and Youth Counselling, providing a strong foundation of knowledge and evidence-based practice to complement her lived experience. They are committed to creating safe, supportive environments where young people feel heard, valued, and empowered to achieve their goals.
Known for both her warm and approachable nature and their unwavering dedication to others, Billie is passionate about advocating for people who may feel overlooked or misunderstood. She strives to walk alongside individuals as they build resilience, develop confidence, and work towards a brighter future.
Outside of work, Billie values spending quality time with family, friends, and her partner. These connections are an important source of balance, strength, and joy, and reinforce their belief in the importance of community, belonging, and healthy relationships in overall wellbeing.
Through both personal experience and professional practice, Billie remains deeply committed to supporting others with compassion, authenticity, and unwavering care. Her lived experience, combined with their professional expertise, allows her to connect with people in a genuine and meaningful way, fostering hope, empowerment, and lasting positive change.
